At the EU-Western Balkans Summit in Athens, President Aleksandar Vucic used his influence to alter the text of the event’s official declaration issued on Aug. 21 so that the paragraph mentioning sanctions against Russia was removed, Foreign Minister Ivica Dacic announced late on Aug. 22.

“What we’ve managed to achieve in Athens is a kind of diplomatic victory,” Dacic told Kurir TV.
The minister explained that Vucic showed him both the proposed and approved versions of the document, and that a comparison made it clear that any mention of the sanctions on Russia were omitted from the final draft.
According to Dacic, this information was made public in Russia as well, so that people know that Serbia managed to make this change “alone among 13 other countries.”
“And not because of Russia, but because [the paragraph] was harmful to our national and state interests,” the minister explained.

LONG READ'The five lives of Volodymyr Zelensky' (1/5). One year after the invasion of part of his country by Russian troops, 'Le Monde' retraces the life of the Ukrainian president, a man who was never predestined to become a military leader.
He was always in front in class photos. This time he was on the left; he was already the smallest, but it wasn't yet funny. In the fall of 1988, Volodymyr Zelensky was 10 years old. To celebrate the October Revolution, the teacher made his class pose on the Square of the Eternal Flame in their town, Kryvyi Rih, a large industrial city in the Russian-speaking southeast of Ukraine 450 kilometers from Kyiv. The children look freezing in their "pioneer" uniforms.

The future president of Ukraine and his comrades tied the red scarf of the communist youth organization on their shirts. "We were scolded if the uniform was wrinkled, and we had to iron it at home in the evening," said Denys Manzhosov, Zelensky's inseparable friend at the time, first row on the right in the photo. "It's true that we didn't smile much," said this comedian and former TV show host. "Smiling in a class photo, for Homo Sovieticus, was like taking a stand."
Since he embraced politics, Zelensky has presented himself as a man from independent Ukraine and hardly ever mentions his Soviet childhood. Now that Russia has invaded his country, the early years of his life are completely passed over, as if it were a taboo subject for this resilient leader of a beleaguered state that fascinates the whole world. Zelensky likes to remind us that he is "the same age as Macron," 45 years old, but the childhood of "Volodia" – the diminutive for Volodymyr – belongs to a vanished century: that of the Iron Curtain that is so close, and yet so far away.

After solemnly promising to "cherish the motherland," all these children, aged 7 to 10, were "October's Children," the Communist Party's very first youth organization. With the "pioneers" comes the military ceremony. In the photo, they were posing in front of the monument to the soldiers who liberated the huge mining city in 1944. In 2023, the monument in question has not changed one iota. Nor has the cinema behind it, where Zelensky and his teenage friends went to see Italian and French films, since American productions were banned. "Angélique, the Marquise of the Angels, with Michèle Mercier and Robert Hossein, and Pierre Richard's big hits," cited Manzhosov. "Volodia especially adored [the French comedian] Louis de Funès, who was a really popular actor in the Soviet Union." The police commissioner from Fantomas remained the president's favorite actor, and he was able to imitate him to perfection.
Streets with dark stores
Zelensky has not returned to Kryvyi Rih since the beginning of the war. The city of 600,000 inhabitants where his parents still live was not spared by the Russian offensive. In March 2022, columns of a few dozen armored vehicles tested its defenses and approached 17 kilometers from the city, shelling the Inhuletsky suburb to the south. Then, on September 14, seven X-22 cruise missiles targeted a dam (the town is built on a tributary of the Dnieper), causing flooding and temporarily depriving hundreds of thousands of people of water. Here, as elsewhere in the country, power cuts are frequent, the streets black and the stores dark. The war imposes its rhythm on the buildings spread out along the main boulevard, "the longest in Europe," they say.
