I am not decision maker, but IF I were in boots of those - I would have assaulted militarily North Korea(even nuke one if necessary) and send NATO troops into Ukraine

Whole thing is invasion on Europe and I don't think anyone should give in terrorism as seen in Ukraine. Russia is a terrorist state - I don't think anyone should negotiate with a terrorists in a light different than stated in the title. A decent firework on North Korean vessels and military installations wouldn't hurt - and more if necessary. You don't need no explanation when you kill terrorist. Its no longer regional war; its WW3 now.

For whatever Pyongyang just have done it, you don't need no explanations - you just need to find North Korean military vessels and ports and rock them into the sky with a clear message - you either come home or you won't have where to come.
