Meal is a sacred ritual if you didn't know and disturbing one during meal is considered as heavy harassment. RESPECT PUBLIC.
She looks like experiencing some other issues do - not related to MacDonalds.
Police psycholgist should talk to this officer - find out about what goes on with her in her private life - offer some time off(transfer to light duties if necessary) and if things don't work out, HR should either offer her job elsewhere within police department place her on leave...you don't want stress to result in new tragedy.
