report you already the reported to a local police department of Novo
mesto city ALSO on October the 30th 2024
when attempted psychiatric hospitalization took place during police
complain procedure, a greatly misused by police - MK Ultra criminal
complain based on facts(physical
proofs).

I came to police station to file police complain against entire Novo
mesto police department and foremost against police director Juršič
on June 21st,
2024, officers Rezelj and officer Pevec
created set of serious incidents during my visit which included also
intimidation attempt followed by what became MMA alike steer down(eye
contact bullying after approaching me in a aggressive way on the left
side of the chair where I set at the table located in the reception

which prior to a new location at Ljubljanska cesta 30, ran genocide

earliest childhood in what used to be once known as Yugoslavia as

This is to
report you just how far Slovenian police department of Novo mesto
have gone on October the 30th,
2024 IN DESPERATE BID TO STOP ME FROM RESUBMISSION OF MK ULTRA
criminal complaint procedure against Novo mesto police department
with assistance of police officer Miran Sodin(employed
by state prosecutor office) who based on
MK Ultra scenario arrived all the way from Ljubljana - Miran Sodin
too was involved in MK Ultra procedure at least since my 7th
grade(1985) of grammar school in Novo mesto. On October the 30th,
2024 based on telephone appointment earlier in the day with Miran
Sodin, Sodin made the decision to stop in the middle of the complaint
procedure, and instead inquire police department against me for the
sake of the psychiatric hospitalization which took place that same
day based on previous violent MK Ultra interactions between myself,
Sodin, and this very police department. Officer Sodin went on during
initial meeting in person to primarily set issues which he hoped for
would latter helped him establish verbal harassment against me –
during pre meeting phone call(appointment
call which took place same day on 30th),
Sodin have based on MK Ultra brainwash used a psychiatric term
“muči”(synonyms with
matra, tare, vznemirja, žuli, moti, živcira, tepe, mučilo,
prizadane, boli, rajca, vzburja, nervira, plaši, razjezi, utruja,
zafrkava, potolaži, osrečuje, frustrira, boli glava, mučijo,
vznemiri, osreči, gloda, mučila, črviči, fascinira, popade,
zaboli, prestraši, iritira, uspava, tolaži, peče vest, zbada,
zaskrbi, bega, grize, tišči – translated

language bothers, upsets, hurts, bothers, annoys, beats, torments,
afflicts, hurts, torments, arouses, annoys, scares, angers, tires,
teases, comforts, makes happy, frustrates, headaches, torments,
excites, makes happy, gnaws , torments, worms, fascinates, attacks,
hurts, frightens, irritates, puts to sleep, comforts, pricks,
worries, scares, bites, oppresses). I
wouldn't mentioned it, if Sodin wouldn't play a role of psychiatrist
at latter stage during meeting that same day and for which one hoped
would irritate me enough to seal my faith. During complain procedure
while seated inside of the room where Sodin typed complain, Sodin
kept windows open for ambulance vehicles' sake to repeatedly blow
sirens into the room during my witnessing to one about MK Ultra
genocide – all based on repeated MK Ultra brainwash at the police
station where police had me tortured since its opening.
2024 MK ULTRA
criminal complaint procedure against Novo mesto police station which
continued to enforce crime against me based on pre-2020 MK Ultra
scenarios(MK Ultra torture
sessions ended in 2020 upon my return from Poland, but police never
ever ran out of crime developped during MK Ultra sessions prior to
2020) went on in the very same
direction as the complain from 2018 and/or my complain submitted
against police investigators in 2007. In 2007 due to investigators
deliberately declining to assist me with stolen money paid in for car
parts ordered from Germany. All three complains had one thing in
common, they started with my filling a police report and gradually
have turned into the harassment case against me at the police station
by police officers whom I inquired for assistance on what
psychiatrists/psychologists followed up on me at home. It was
indifferent this time except that harassment on October the 30th,
2024 did turned into attempted psychiatric hospitalization on the
spot after undergoing several encounters with various police
department employees who did its best to deny existence of MK Ultra
and foremost excuse themselves from involvement in genocide of any

parts thefts reported to the same Novo mesto police department,
turned into psychiatric harassment case against me based on denial of
the right to use police assistance as needed and even conditioning me
with psychologists/psychiatrists involved in MK Ultra who arrived at
our home in Novo mesto(all
based on MK Ultra torture) upon police
loosing case against me at the state senate hearing session at the
police station Novo mesto, with either immediate departure from
Slovenia or psychiatric hospitalization. Police on opportunity also
disagreed with lost case against me and sent me at home a Novo mesto
social services who wanted to know about why I was unemployed.
Slovenian government had criminals arrive at our home and antagonize
me infront of my parents while I was forcefully jobless awaiting for
another police proceeding in 2008. As the reason for harassment at
home, social workers stated employment issues which Slovenian state
denied me the right to since its independence in 1991 when I was
forced instead to immigrate abroad – and even as far as to United
States of America(Slovenian
government did stalked me to my family in Austria where I attempted
to establish myself upon graduation – MK Ultra briefly commenced as
a result on both sides of the Slovenian Austrian border in
1992/1993).
2024 MK Ultra
complain procedure which I attempted to submit on June 21st
2024 was re-submitted on three occasions before one reached October
the 30th, 2024
psychiatric hospitalization incident stage as stated above, with WHAT
TURNED OUT TO BE deliberate over 4 month delay(128
days - 4 months, 6 days) before final
October 25, 2024 appointment.
2024 complain
procedure was just as in all other cases whenever dealing with Novo
mesto police station again turned against me through conflict which
two police officers staged at police department based on MK Ultra
brainwash during first meeting – thus pushing me through staged
incident and selected police officer Štefanič again away from
primarily reasons for visit at Novo mesto police station on June
21st, 2024 –
turning MY complain against genocide into mediation case between
myself and the two police officers(Pevec
and Rezelj).
Same officer Štefanič as to the one I met with in respect to MK
Ultra complain in 2018.
Novo mesto
2018's police fiasco was not its first as I stated above going back
to 2007
Novo mesto
police department which developed history of violent crime against me
during initial stages of what should be the right to police
assistance and a complain procedures/hearings, commenced identical
procedure against me in 2007 upon unsuccessful car assassination plot
when $500 worth in cash car parts(all
paid in for - ordered from Germany) were
never ever sent. At the first stages of stolen car parts complain,
Novo mesto police officers assured me to have nothing to even worry
about – they instructed to instead wait at home for a phone call
from investigators who were investigating crime. Since nobody ever
called and a lots of money was in question, I stopped bye on several
occasions till it became evident nothing is being done about it and
investigation procedure itself was next to MK Ultra violence VIA
FORCED UNEMPLOYMENT(I was
rejected the right to state employment assistance based on heavy MK
Ultra torture at local state employment office prior to my return
from USA to Slovenia for which police hoped would develop into
physical confrontation upon initial visit to the office in 2006 –

visit during which I was told have no right to visit one or to expect
assistance of any kind from office – rated as a looser – compared

WERE PARKED RIGHT OUTSIDE OF THE MENTIONED STATE EMPLOYMENT OFFICE
LOCATED ON GRM AT Trdinova ulica 10 – MOST SEVERE PHYSICAL TORTURE
WENT ON AT MENTIONED STATE EMPLOYMENT OFFICE IN NOVO MESTO CITY AND
FOR WHICH I WAS GUARANTEED PRIOR TO FIRST RETURN FROM USA IN 2006

administration about work of investigators, police instead pushed
case against me based on as they claimed was harassment of police
officers. I filed case against several police officers at the same
local police station in Novo mesto and where a senate latter decided
in my favor during hearing at the police station against police
officer thus making police loosing case against me and blaming police
for deliberate failure to investigate REPORTED crime. However, after
police lost case against me in 2007, social workers in a form of
psychologists/psychiatrists involved in MK Ultra torture arrived at
our home in Novo mesto to insist me how social services would have to
get involved since I remained unemployed – giving me repeated from
MK Ultra ultimatum in what became in real time to either leave
Slovenia(demanded from me
to return to USA where I returned back to Slovenia with hope to start
new life after 11.5 years there) or be
hospitalized. Thanks to Slovenian police, money of 2007 finally was
stolen and just as in 1994 when Slovenian police used psychiatric
services to exile me at age 23, I again escaped abroad from what
would be a certain death procedure in Slovenia. Its how I also
immigrated to United States of America by utterly having
psychiatrists and psychologists and police officers stalking
throughout the city whenever I was returning home from school already
since high school. SLOVENIAN POLICE HAVE NEXT TO EVERY ENCOUNTER WITH
SLOVENIAN POLICE AT NOVO MESTO POLICE STATION FOR WHICH I INDICATED
PSYCHIATRISTS AND PSYCHOLOGISTS FOLLOWED UP ON ME WITH DAETH THREATS,
USED THE VERY SAME PSYCHIATRIC DEAT THREAT ALSO FOR MY DEPARTURE FROM
SLOVENIA IN 1994 AT AGE 23 – TO BASICALY EXPELL ME FROM SLOVENIA
AFTER I REJECTED TO JOIN LOCAL KGB/OZNA/UDBA CLUB WHICH GAVE ME
SEVERAL SPEECHES INSIDE OF OUR HOME. STALKED BY
PSYCHIATRISTS/PSYCHOLOGISTS AND POLICE THROUGHOUT THE CITY WHENEVER
ROAMING ON FOOT FROM SCHOOL TO HOME(police
wouldn't allow me to associate with people and I would utterly have
police/ psychiatrists/ psychologists stalking me throughout city and
intimidating people over my shoulders or in front of me if willing to
exchange word with me – all based on MK Ultra violence which
Slovenian government enforced against me under MK Ultra when
subjecting me to humiliation as well as torture throughout the entire
city since my childhood in what used to be Yugoslavia)
AND FINALLY GIVEN LESSONS ABOUT MY OVERSEAS DEPARTURE TO EITHER
RETURN HOME UPON COMPLITION OF JOB CONTRACT ABOARD CRUISLINE OR BE
KILLED. SLOVENIAN PHYSICIANS DECLINED TO ISSUE ME EVEN HEALTH REPORT
WHERE IT WOULD BE STATED I AM FIT FOR WORK – MEDICAL EXAMINATION
WHICH I LATTER COMPLETED IN AUSTRIAN SALZBURG. I WAS THREATENED IN
SLOVENIA BY PHYSICIANS SUCH AS NEIGHBOR IGOR KOTAR AND BALAZIČ FOR
DEPARTURE TO AMERICA HOW THEY WOULD ENTER ON MY MEDICAL RECORD SIMPLY
MY BEING INSANE – MENTALLY ILL.
Note:
term “real time” refers to my no being subjected to MK
Ultra procedure. I estimate to have spent subjected to MK Ultra
procedures at least 20% of the life time(I am
almost 53). MK Ultra procedures ended in 2020 upon my return
from Poland/Czech republic with my loosing probably well over 9 years
subjected to MK Ultra torture – taken in account only 46 years(1971
– 2018). As to term also used on complain such as “under
MK Ultra”, I refer to time when subjected to MK Ultra
sessions/brainwash.
On occasion
of June 21st of
2024, Two officers with whom I met(officer
Pevec as well as officer Rezelj – both of whom I have
identified/described on my blog as involved in MK Ultra operations
with their family members and in a number of violent interactions
with the two) at the Novo mesto police
station with goal to file criminal complaint against Novo mesto
police department based on still operational MK Ultra
program(foremost director
Juršič - also identified and described on my blog),
the two instead orchestrated violent interaction with me based on
REPEATED OVER AND OVER AGAIN MK Ultra scenarios for which police
department hoped for would result in arrest charges and consequently
psychiatric hospitalization – these violent MK Ultra operations at
the police station in case of June 21st,
2024 were supervised by local psychiatrist Peter Kapš. Incident with

prior acquaintance – involvement in my my case same as everyone

goals when confronting police department of Novo mesto were
concentrated on preserving audio recordings and paperwork with which
I was furnished(paperwork
on two occasions only) - Once I identified
at home MK Ultra evidence pertaining to the two, and have placed
criminal evidence online, I returned to police station to expand
criminal complain as well as charges against mentioned police
department – now involving charges also against the two
individuals. Criminal complain submitted through Štefanič on July
19th, 2024 was not
served by Slovenian state before 4 months
+ passed bye. Finally hearing became
scheduled by Slovenian ministry of internal affairs for October 25th,
2024. Hearing for which here stated police officers and others
insisted will be a great test of time for me due to kidney injuries –
renal disease is what they claimed was done to me next to other
issues – my sleep since 2018 did ranged in area on average of 5
hours a day with lately what became far too often 4 or even less per
day – with sound in the ears which made me feel as if due to a high
pressure sound or frying something. Police officers involved in
ongoing poisoning during MK Ultra insisted me with psychiatrist Peter
Kapš to help myself survive by drinking plenty of water – even for
that one due to faul play(play
also with intestines), they insisted me to
drink only warm water

physicians from General hospital Novo mesto during MK Ultra procedure

NEAR HOSPITAL) all about Slovenian health
laws pertaining to the psychiatric hospitalization procedures in the
case I would seek medical assistance in the future - they insisted me
how general hospital Novo mesto's emergency services can be used on
maximum two occasions after which a notification procedure of
personal physician(or
selected a personal physician if having none)
is required by system and consequently his referral to a psychiatric
hospital through courts due to past hospitalization procedures which
police initiated against me using family in 2012. During medical
tests done at the local general hospital in Novo mesto(same
was in Poland in 2018, 2019 at Zgierz hospitals where Slovenian and
Polish police would deliver me on regular bases during MK Ultra stay
in Poland since my childhood – they probably had me in every Polish
hospital with main
accent on Lodz area and Warsaw)
and also due to Covid emergency in 2022/2023, physicians involved in
MK Ultra procedure insisted me based on results how nothing was wrong
with my kidneys despite my suffering on average 4 hours of sleep per
day since 2018 with also as it appears blood pressure sound in my
ears 24/7 since 2018 and which stops only occasionally(possible
sepsis via tooth infection – broken teeth which police managed to
break me through MK Ultra play). Injuries
so severe that officer Štefanič and others suggested me during MK
Ultra how they won't have to worry about crime committed against me
till they actually see me attend hearing session which in the case of
complain will be greatly delayed – laughed at me stating me
repeatedly that in the case I miss future hearing appointment one
will simply be canceled(if
not reporting myself on time, simply 4 months would be lost is what
they claimed me while laughing in my face during MK Ultra – what
got me the most about these animals, however, is the way they
considered me and my health problems which Novo mesto police
department alone created – acknowledging future lack of sleep as
most serious health hazard and consequently a MAIN PROBLEM FOR MY
ATTENDING FUTURE HEARING at the police station on time while at the
same time expressing total derision/scorn for injuries created after
my rejecting their claims about future appointment as a possibility –
since as I stated them repeatedly I never ever missed a single
meeting that matter - Božičnik, Štefanič, psychiatrist Kapš,
Zajšek pushed here stated attitude in my face in as early as in 2012
– something that was planned on and repeatedly accented to me by
psychiatrist Kapš OVER AND OVER AGAIN WITH POLICE
INVESIGATORS/ROBERT GOLOB SINCE 1996 CLAIMING ME HOW THEY NOTICED ME
IN UNITED STATES OF AMERICA WHERE I IMMIGRATED IN 1995 TO COME LATE
ON MEETINGS AND AT WORK – GURANTEED ME WILL BECOME MY REALITY –
SLOVENIAN PHYSICIAN WHO EXAMINED ME IN 2021/2022 AT GENERAL HOSPITAL
NOVO MESTO ALSO FOR KIDNEY PROBLEMS WHICH I MENTIONED TO ONE ON
OPPORTUNITY, STATED ME DURING MK ULTRA 4 YEARS EARLIER I MOST LIKELY
WOULDN'T EVEN EAT ANYTHING FOR THE DAY AND MOST LIKELY WOULD WALK TO
HOSPITAL ALL THE WAY FROM DISTANT HOME ON THE DAY OF EXAMINATION AND
WHAT WOULD MAKE ONE VERY EASY JOB IN THE FUTURE – CLAIMED ME WILL
MOST LIKELY HAVE THE ABILITY TO DEPICT MY KIDNEY PROBLEM UPON RETURN

TOTALLY DISAGREED WITH HIS FINDINGS OF INVESTIGATED ON MY BEHALF
LOBBY AREA VIDEO TAPES WHICH ŠTEFANIČ OBTAINED AS WELL AS WITH HIS
HEARINGS OF TWO OFFICERS INVOLVED IN THE INCIDENT PRIOR TO OUR
MEETING.
Hearing was based on
repeated MK Ultra brainwash which demanded from me a must for me to
sign since Napečnik based on MK Ultra brainwash would type his own
report at the office/home before sending one to me within two working
days. Štefanič and Napečnik both suggested me during MK Ultra will
pull such trick on me IN THE FUTURE and on how I have to be careful
with with the two when we meet. Whole thing was sicker than sick with
my spending asleep only two hours the night prior to meeting –
doing my best to avoid conflict with the two infront of female
officer Mojca Gosenica as to what they also warned me about during MK
Ultra procedure. Napečnik and Štefanič both claimed me during MK
Ultra that trick always works and even most experienced FAILED
one(EVERY CRIME/PLOT AGAINST ME INVOLVED IN MK
ULTRA WAS INVESTIGATED AND HEAVILY EVALUATED AHEAD OF INCIDENT BY
POLICE USING SEVERAL POLICE OFFICERS AT THE TIME AND WHO WOULD
PROCEED TO REPEATEDLY EVALUATE ME DURING MK ULTRA TO OBTAIN AS MUCH
AS FEEDBACK AS POSSIBLE VIA MK ULTRA TO FORM IDEA ABOUT WHAT WAS TO

Štefanič further warned
me during MK Ultra about how report was to look like in the future
when we meet one day in person as far as literacy – claimed me how
Mojca Gosenica and he found a common well trained sign language

THEREFORE – THATS HOW “POLICE OFFICERS” FROM NOVO MESTO POLICE
STATION ENFORCED GENOCIDE BY DEMANDING MY TOTALLY SUBMITTING MYSELF
TO THEIR KNEES AT MERCY. Štefanič used a number of police
officers to engage in a negative dismissive behavior during MK Ultra
which surfaced in real time after I refused to comply with brainwash
on 25th, and 29th
of 2024 – Its when officers Zajšek and Zupanc took on my complain
on which I insisted now also against Štefanič with purpose of my
original visit to police station set almost totally lost – I took
special care/time to alert Zajšek and Zupanc during meeting on 29th
how the nature of complain(THEREFORE MK
ULTRA COMPLAIN WHICH I CAME TO FILE ON JUNE 21ST)
became totally lost due to incidents with police officers. As much as
Štefanič was certain built with others enough pressure on me during
MK Ultra as described above to successfully deliver through initial
meeting with Zupanc and Zajšek my agreeing to demands/expectations
for me to even obtain assistance from two on how we never met before,
they all together failed. I pointed finger at the two just as I have
at the officer Rezelj on June 21st calling

Psychiatrist Prokšelj's
report on my meetings with her and for which foreign psychiatrists
even rated her as insane, became a role model for Novo mesto police
even as far as future police reports which would concern me –
despite giving a police extremely good idea and my professional
conduct(exceptional ability to report –
explain as needed), I was depicted as a semi demented
individual from the first perspective.
Serbian psychiatrist
Prokšelj's reports just as reports of other psychiatrists, have
contrary to our meetings(no way I could
indicate anything wrong with me during those meetings and even mother
who came to psychiatric meetings with me disagreed with report of
frequent bases) always suggested worsening of my state of mind
from upon releases of hospitalizations or upon my declining to
consume psychiatric pills – as soon as I was released from
psychiatric hospital, I looked normal to psychiatrists but only
during initial session and upon each other session at newly selected
psychiatrist, psychiatrists would only add to existing lie or lies an
additional lies till new court process became triggered against me
and consequently a psychiatric hospitalization would take place. For
this reason, I didn't bother to even read crime at home and have
instead prepared to launch investigation against Štefanič which I
did on October the 29th, 2024

Zajšek and Zupanc, I reminded Sodin how I wish to foremost proceed

myself in a mind game through which my initial visit would loose its
meaning due to police setups with which police commenced upon my
visit on June 21st
2024. It didn't seat well with Sodin who had windows from hearing
room opened, so passing ambulance vehicles could blow sirens into

MK Ultra
complain based on MK Ultra case which police commenced in my life at
age less than 12 months – I estimate even at 3 months of age via
Belgrade. And as I try to answer Sodin best to my abilities his
primary concerns as well as to ensure that complain just as seen here
is properly explained, Sodin decides to walk out of the room on
second or third occasion with as he suggested me would be a short
break – seats me in the lobby area where I continue to await for
one while observing Sodin laughing behind reception/dispatcher desk
with 4 other police officers. I Ignore them and attempt to use a
toilet as usual, but Sodin stays at the entrance(at the door) into
protected for employees area making me difficult to enter with
backpack on me which I refuse to leave in the lobby. Sodin unlike
others commenced his proceeding(prior
to hearing) by making me take all my
belongings out of the backpack on suspicion of possible weapon and
have used mentioned issue in continuation to accuse of mental illness
after I underwent derision from 5 police officers who visibly laughed
at me through reception dispatcher area window while holding
telephones in their hands calling ambulance for psychiatric
hospitalization sake once I return from toilet into the lobby area.
Once I return to lobby area, police officers assertively enter lobby
area where I seat and begun making nervous moves/strange looks as if
already urged to apprehend me. After my being called a mental patient
in the face by Mr. Sodin who suggested me will be a psychiatric
ambulance instead of complain, I calmly remain seated and wait for it
all to take place. Upon arrival of ambulance medical team, it was
established by physician Mr. Močnik who refused to get me arrested
that I do not pose anyone any threat contrary to police officers who
incited one into immediate hospitalization RIGHT INFRONT OF ME.
Physician Močnik instead begun to offer me a psychiatric
consolidation in near medical facility in return for as he referred
as freedom which I refused and for which reason due to 2012
hospitalization, he decided will transport me to Ljubljana Polje
psychiatric hospital - done upon switching two vans at the general
hospital Novo mesto. There was no need for hospitalization and no
need for psychiatric evaluation of any kind – there, however, was
my right to file police complain against Novo mesto police based on
firm acts of genocide with my having physical proofs at hand. At that
point, I preferred to be killed inside of the psychiatric hospital
than to walk home with a must to report myself to local psychiatrist
for denial of the right to submit police complain against something
so horrific as was/is my MK Ultra case. I was fine with whatever
